Is there a way to automatically start when it stops?

I think you need to register Fess as a Windows service.

OutOfMemoryError does not completely stop the service.
Fess service alive
Elasticsearch service alive
But it’s not moving. It is often the case that

server ping arrives
http response 200
But it’s not moving.

Is this a web server issue? (IIS)
Or is it likely that there is a problem with the DB?

Is there a setting for Fess to make effective use of it? (including web settings)

It would be better to check log files for Fess, Elasticsearch, IIS, etc.
