I do not understand the purpose of core1-suggest. Could you please give a hint, where it used?
Also how can I add new cores to fess?

Fess provides an auto-complete feature on search pages.
core1-suggest is used for the auto-complete.
Fess uses core1 and core1-suggest.
Therefore, users do not need to create a new core in a general way.
